I think its a or c... c: Can someone check this please? What is one result of a chemical change? A. Energy is created. B. A new material is formed. C. Materials change from one state to another. D. Elements are permanently destroyed.

you'r both options are incorrect. there is undoubtedly law that energy don't created nor destroyed. and we have lots of chemical changes that reactants and products are in same states.like: \[ N2 + 3 H2 \rightarrow 2 NH3\] think about it.
