This is interesting, the convention was held to discuss and develop a consensus about reversing the protectionist trade barriers that each state had erected. I believe Shays Rebellion took place in 1787 which made it even more important to figure a plan out
Sooooo, since B is dealing with trade, I don't know if it was largely aimed at the Spanish in Mississippi, I would also go with B

Meeting at the suggestion of James Madison in Annapolis, Maryland beginning on September 11, 1786, the Annapolis Convention was held to discuss some issues of interstate trade. Attendance was low, with only 12 delegates total representing just five states (New York, New Jersey, Pennsylvania, Delaware, and Virginia).
