I believe they all do... but the most logical would be breasts. because the body increases size of breasts in the teen years when weight is gained. but they are not near as functional and developed as in the early adult ages of 19-24 years of age.

Because, sure, the beginning of ovulation and enlargement are secondary, but the organs themselves are primary.

but females are able to birth at 10-13 years old. and males are fertile around 12-14
