Can there be more then one answer? Seems like B and D are very similar and both can work, as greed stops owners from making better conditions and desire for big profits also leads to them not putting more money into work conditions.

Then I'd say its B, C and D. It can be D too because without qualified people, there is more chaos and hazards taking place. A is the only one not true, because many factories made money, but chose to keep it for the owners.
