Place a decimal point between the first two nonzero digits 5 and 4 to get 5.4 then you move the decimal 3 spots to the left to get back to 0.0054 So that is why \[\Large 0.0054 = 5.4 \times 10^{-3}\] notice the base of 5.4 and the exponent of -3 (the negative 3 tells you to move the decimal point 3 spots to the left)
