Well, as the first university to open specifically for blacks was the Cheyney University of Pennsylvania (amonga few others that were established a few years later, all before the Civil War), none of which were created due to the funds of the Ida B Well nor Douglass. However, she did tour Europe (mostly England) in hopes of raising funds and awareness against lynching and hanging in the South. Tl;dr: answer should be: B - She gave lectures in England about the illegal hanging of blacks in the South.
