It didn't rain until after the flood, which is later on in Genesis... So, that's not it.
He made the moon and stars before man..
He made the moon and stars...
At the end of everyday in creation, he called what he had done good...

I don't know what line you're talking about, but there's a timeline of events.. haha :))
