ok it means that the cruelest acts of tyranny are those done under the guise law and justice, or are claimed to be lawful and just.. Basically, he's talking about how bad it is if someone is a tyrant but justifies being one with something that good :)

So say some dictator passes a law in his dictatorship stating that all lefties must wear some sort of restricting device to force them to use the "normal" hand. That is an cruel act of tyranny committed under and justified by the "shield of law". Someone might say "Why do we have to do this?", and the answer from whoever is in charge would be "Because it's the law.". That's obviously not the root reason, but it is the justification that would be used. And a cruel act of tyranny in the name of justice would be sentencing an innocent person to death, for example.....
