I made a table, but since you don't need it solved, then going through the whole process of setting up the table is not something you want. You need to know how to do this, though.

no not too too hard if you call the amount of 15% solution \(x\) then since the total is 28, the amount of 25% solution must be \(28-x\) then since \(18\%\) of 28 is \(5.04\) you can use \[.15x+.25(28-x)=5.04\]
