yes, so the x co-ordinate of the vertex is 0 find the y co-ordinate by plugging in x=0 in y= 2x^2 -7

yes, so the vertex is (0,-7) since the co-efficient of x^2 is positive, the parabola will open upwards. hence the range of y will be \(y \ge -7\)
