Assuming that the study involved sampling, the two values of waiting time would represent a confidence interval. The margin of error is the distance between the center of a confidence interval to the end of the interval, in other words a quantity half the width of the confidence interval. The width of the confidence interval is 24.5 - 21.2. \[\large Margin\ of\ error=\frac{24.5-21.2}{2}=you\ can\ calculate\]
