The founding fathers of the United States wanted to have a constitution that protected the rights and interests of the US citizens. What is one thing that the Constitution prohibited Congress from doing? The constitution prohibited international trade. They wanted to focus on trading with only the people in the United States. The Constitution prohibited Congress from enforcing taxes or duties on any state's exports The Constitution prohibited states from having separate laws. All states were under the same law. It prohibited Congress from declaring war.
