Plot the three points on a graph paper. Join the points to form a triangle. To draw a circumscribed circle: Pick any two sides of the triangle and construct a perpendicular for each side. The point of intersection of the two bisectors is the center of the circle. With that point as the center and the radius of the compass set to the distance between the center and any one of the three vertices of the triangle, draw a circle. The circle should pass through all three vertices of the triangle. PS: If you want steps on constructing a perpendicular bisector of a line segment Google it and you will get the steps.

To draw an inscribed circle: Bisect any two angles of the triangle. The point where they meet will be the center for this circle. From that point drop a perpendicular to any one of the three sides of the triangle (Google on how to do this). Then with the compass at the center and the radius set to the distance between the center and the point of intersection of the perpendicular with the side, draw a circle and that will be the inscribed circle. The circle should touch all three sides of the triangle from the inside.
