This is one of those confusing questions, because they are mixing up percent increases of a number that is a percent. People often use this to confuse people about what is going on... but to answer, think of 60% and 80% as 0.60 and 0.80 and use this idea: \[ \text{percent change} = \frac{\text{ new value - old value}}{\text{old value}}\cdot 100 \]
