Last time we made this "army" we mass reqruiteded letting in hordes of spammers and trolls them self! Also we recruited non active members and so on :)
The Survey is mostly as you said, to see if you are eligible to join this Special Forces Group.

Well i was thinking of this set up:
Leader(warning power) > x subleaders (warning power) > 5 members under each subleader (tell their leader where and when and fills them in)
I was thinking giving each subleader a important chat such as:
Group 1 assigned to

Preetha is the tip on the top, you can be the one of the three under preetha, I suggest the other one of those three to be a normal user like you Undead and the other to be a mod I do suggest @Ashleyisakitty ^_^ so far i actually admire her jugdment as a mod so far, and then under those three we put 5 sub leaders that have warning powers and kick powers. The three under preetha are kinda like mods. Then everyone that is under Preetha to the 5 sub leaders can have access to the area that all the reports of reported people come in.

Regular members(who help identify problems and so on)

Hey @camerondoherty ! Sadly during the Survey Registration process there will be many rejects due to people not making the standards and so on :)
Also this was not a statement this was simply a plan of action that would be effective.
Over all most likely the I will recruit a few Ambassadors to fill these positions :)
Even if we do not have power, our objective was not to gain power, but to help OS becomes a better, safer, learning environment. Trolls, cyber-bullies, and so on have been known on this site to drive many smart people away. We do not need power to help defend this site. We simply need 1 thing...And with this one thing we could make everything better. Unity.

Well I am currently piecing the Organization together now and trying to "air" or "land" it by the week ends :)
Since I alone is working on this project its quite hard to brainstorm ideas :)

The Survey will consist of at least 15-25 questions about your reputation on this site, if you were ever suspended or banned, why you were suspended or banned, how old you are, and so on.

haha with this i will personally test each member with their ability to keep their cool, be polite, and so on. If a regular member cannot get it under control they will report to the sub. If the sub leaders cannot do it here comes the boss. There will be expectations based on their maturity and so on. I will not simply reject a person because they are not old enough. I would just like to see the average age i am recruiting :)
