Add the border to the initial picture. 

so the new perimeter of would be the one side plus the 1.5 for each side of the picture.

so the 8 in side becomes now 8 + 1.5(left) + 1.5(right)
and the 11 becomes now 11 + 1.5(top) + 1.5(bottom 

bringing the new frame to equal 11  by 14
