I think air has low viscosity which means acclamation, hence velocity, is large. ground is harder than water hence greater impulse
but the speed both the same on water or floor
so hardness plays a more important role I guess

Then if its not a question the method you are trying to make work can't, the net energy is zero since you did no work when dropping, when kinetic energy increases then potential decreases and it remains the same, the best explanation i could give was that of momentum, your energy explanation can't explain why you die
