Turn the sentence into a statement rather then a question.

Kevin gave Tony a map to the city.

first we find the verb...the action word..
tha word would be " gave ".
Who gave ? Kevin gave ....so Kevin is the subject.

Kevin gave what ? He gave a map....map is your direct object. The direct object is what is receiving the action.

Kevin gave the map to who ? He gave the map to Tony...Tony is your indirect object. An indirect object preceded the direct object and tells whom the action of the verb is done and who is receiving the direct object.

Just keep in mind that you cannot have an indirect object unless you have a direct object.
