redress of grievances is the right to make a complaint to, or seek the assistance of, one's government, without fear of punishment or reprisals.

OpenStudy (dangerousjesse):

It basically means that if the government surpasses its constitutionally limited authority, a citizen has the right to file a formal complaint.
