The Thirteenth, Fourteenth, and Fifteenth Amendments had been ratified by the time Johnson became president. The Radical Republicans in Congress had enough votes to override President Johnson's veto of Reconstruction legislation. The Reconstruction policy had been put into place after Lincoln's death before President Johnson took office. The operation of Reconstruction policy was directly controlled by the military governors who were in charge of the former Confederate states.
