I would say Marcus was intelligent. H e knew how to fool the gait-recognition technology, and he was absolutely brilliant with computers. However, I wouldn't call him wise. After he was released what does he do? He engages is risky behavior that,in his corrupted government,could very well get him arrested, possibly killed.
