If so then the cell theory is something that was predicted and experimented upon and there is much more new information to add to the theory so that is why it cannot be a law because it is not official since there can be so much added to it, therefore does not have enough support to become a law, more likely a fact.

you guys are spreading misinformation. A law is a mathematical representation for an observation, a theory is not mathematical; it's an idea that has substantial evidence to be considered as a fact - this surely can be adapted as new information comes. there is no hierarchy in the terms, law and theory; they're equal.
