I would venture this is more of a political question than a physics problem. From my experience the federal governments (especially a large one) with it's multitude of regulations, red-tape, and bureaucracies lose touch with the people of the land. Many of their policies do more harm than good. An example is that many couples have children born out of wedlock, and live separately or else they would lose out on welfare, housing etc. While many just outright use fraudulent schemes to reap federal benefits. This results in an overall dependence with little motivation for responsibility in making a living and a overall contributor to the society as a whole.
