Considering newspaper design elements, which group of people are newspaper editors and journalists most concerned with attracting to invest in the newspaper?

Each newspaper has their own publish style. It means that they have their own target group. For example, some newspaper will put more economic news in it to attract business men, or some newspaper will put more disaster or social problem side of news to attract lower class people. So the group of people that newspapers targeted is vary. But once the newspaper company owner knows what he want on the newspaper, he will then hire certain writer/editor that fits the style he want.
