What is a tariff? Did high tariffs hurt or help the american economy in the late 1800's?

High tariffs are supposed to help American economy because it places taxes on imported goods. It promotes the purchasing of American-made goods because they are sold at a lower price, without the tariff. Also, if people decide to by foreign goods instead because they like the quality better, then the government makes money from the tariff they paid.
