The second statement seems to make the most sense here: more oxygen is produced near the surface of the pond. The values for the amount of oxygen are higher at lower depths.

Expanding further, you should realize that plants require sunlight to undergo photosynthesis, and so there will be larger amounts of algae and plant life near the surface. Plants use carbon dioxide to fuel the reactions and release the by-product: oxygen.
