See I'm not good at this formality(formality based question that are understood by our informal-intuition) This essay is expository by style since it it gives many facts/evidence to expound its ideas and set forth an argument concerning that idea .... The writer hereby put forth is idea about the crime vs price basis[the amt. of cost lawmaker have to be put up with in order to keep the crime at its knees] ...c ^Thats the answer to your very first question

... The essay intends to raise questions in the readers' minds whether DNA evidence should be used in even the smallest of crimes.

once, you have the function. you are analyzing the form. Just go one paragraph at a time. line by line: Why is the author saying what he says. In the introduction: just look for the key idea that the author is introducing: "it is easier than ever to use DNA evidence to solve more common crimes" ... "But that doesn’t always mean it is the best way." In the body: the author starts by looking at local problem for a single Sheriff's Department, and later moves on to generalize nationally. State what idea/problem does the author pose in each paragraph... and then state what Facts/Numbers are given to support the idea. For the conclusion: why does she say each sentence. why say "there is no right answer to these questions" ... and so on.
