5x-2y=4y
5x=6y

If you meant:
5x-2y=4
5x-4=2y
y=2.5x-2

I suppose you want y(x);
so you need y at the right hand side
and everything else at the left hand side

so to get rid of the 5x at the LHS:
subtract 5x form each side

after that you want to have y instead of -2y:
so you'll have to divide both sides by -2

than you'll have found your desired answer
