This apartment suits me in every way. Except the price. I can’t afford it. I thought this was a sentence , but my book is saying it is a fragment. Is this not a complete thought?

OpenStudy (jojokiw3):

A complete thought needs both a subject and verb. The second sentence, "Except the price." Does not have a verb.

OpenStudy (anonymous):

"Except the price." Is not correct. that is why it is a fragment.
