Which colonial area or areas placed a high value on religious freedom?

That would be either the Northern or the Middle colonies. It depends on the context of "religious freedom". The northern colonies were settled by Puritans, who believed that their religion was the only right religion, and England was religiously corrupt. However, they were very intolerant of other religions. The Middle Colonies were mostly Quakers, who accepted all sorts of immigrants and their religions.
