9p+8=10p+7
subtract 9p:
8 = p + 7
subtract 7:
1 = p
So there is only one value of p that satisfies the given equation. Therefore, it is a closed equation. An open equation has infinite number of solutions.

A general search on the web does not yield any useful info. I myself have not heard of this definition before. What is the definition given in your book / notes / teacher?
