In what ways were the positive changes accomplished by Reconstruction diminished over time?

It was really hard to enforce the new laws that came after the Civil War, especially in the south. They still refused to treat blacks equally, Things like The Black Codes and the Jim Crow Laws (which didn't come until much later) kept blacks beneath them, even if they weren't legally justified. So, regardless of the new changes, blacks wouldn't be completely equal until the Civil Rights Movement in the 1960's.
