Which civilization do you mean? How do you define civilization? This is not a well written homework question because civilization developed differently in different parts of the world. However, hunting and gathering (also known as foraging) was first, then people settled down in communities and eventually began farming. Agriculture allowed the population to grow. Food became very abundant which allowed excess workers. That is, not everyone had to farm to grow enough food to feed the community. Specialization began. The excess workers became craftsmen and craftswomen. As the population become larger there was an ever growing need for more complex forms of government. (But one could say that even small familial groups of hunter/gathers have a government so this question is weird.) Uh, anyway, in other parts of the world agriculture began BEFORE the people settled into year round, sedentary communities. So they were both farming and foraging and being nomadic at the same time. But this meandering doesn't really help. I would say that who ever wrote this question is assuming that Hunting and gathering--then stationary community--then farming--then specialization and government
