I believe it has to be the first one,he needs to work at least 13 and 1/3 hours or greater to earn the 200. If he works less than that, he won't make the 200

Think about it in the real world. If he earns 15 dollars an hour, he would need to work (200/15) 13 and 1/3 hours to make the money. He could either work exactly this amount of time or greater to meet his 200 dollar goal
