It was the first time that a state's laws were set down in writing, it also was because it brought justice and fairness to them.you guys might think hes a harsh leader but hes not.It didn't take him 5 minutes to come up with these laws it took him a very long time. It was also a pretty big deal because it was also the first language ever made and able to write down.He was a harsh ruler but it meant to have fairness.
