If you convert 2/4 a fraction that has a common denominator with 3/8, you would get 4/8. Since the question is basically asking, What is 4/8 + 3/8, you add the numerators, to get 7/8.

OpenStudy (anonymous):

(2/4) * (2/2) = 4/8 4/8 + 3/8 = 7/8 you can multiply 2/4 by 2/2 because 2/2 =1 and then you get common denominators which allows direct addition.
