How come these #offans are different? It's really wierd. Even though everything is working appropriately fine, it still has the #offans wrong. Does anyone else have this problem?

It's something the Dev team didn't really think of in 2012... Hehe... The integral of fans within the notification system is the total number of calculated fans. The number you see on your profile is your declared fans. 

In Laymen's; the notifications show all the fans you've ever received, and your page shows your exact number of fans. Your page will show different fans because people have unfanned you. However, your notifications still keep a count of your sub-total.

Notification fans - Profile fans = Total # of users that have unfanned you
