ok so the slope is \[m=\frac{7}{9}\] If two line segments are perpendicular, their slopes are negative reciprocals so for the new line \[m=-\frac{9}{7}\]

you also have the points \[x_{1}=-9,y_{1}=-1\] use the information you have in this equation \[y=m(x-x_{1})+y_{1}\]
