It must be observable and testable for the following reasons: it doesn't have to be "realistic", because not all science (in it's beginning stages anyway) is realistic. If all science was realistic, we would never learn anything new! it doesn't have to be "factual", because not all science is facts at the beginning. It can also be working theory. it doesn't have to be "reliable".
