Well we know that 10 pounds of sugar costs $18.54, but we must figure out how much it will cost for 15 pounds. Since 5 is half of 10 then we must assume that when adding 5 pounds of sugar we will be increasing the price by half of what it already is. So what would be half of $18.54?

so 18.54 half is 9.27 right?
