I need to make a short story of either what happened before the story "The Cask of Amontillado" actually starts or what happens after it ends.

Does it say how long it needs to be? I would just start it off right at the conflict and make it short. Like, begin by establishing some kind of setting and stuff and then make up some insult.

Ok, well that's not so bad. Just establish some type of setting, and add a few lines of dialogue and it'll be easy to do that. Like for a setting, they could be at some type of party or something.
