Domestic tranquility generally means peace at home. It can be meant wit reference to family as well as states. Domestic Tranquility with regard to constitution is referred to peace among the states. Constitution gives power to federal government squash rebellion and to smooth tensions between states. The framers of the constitution were concerned of the inability to suppress rebellion or quarrels amongst the states before the formation of the constitution.
