He ruled Mesopotamia. He was king of Babylonia for a time, but eventually he came to rule all of the middle eastern world. He rebuilt Babylon after destruction. But, he is mostly known for his laws. He has 282 laws. He was also known for "The Code of Hammurabi", like an eye for an eye. Or, back then a law was like this, "if someone build somebody else's house, but the roof fall in and kills the house owner's son, they would kill the roof builders' son. so, eye for an eye, a son for a son, etc.
