When certain types of elements are combined, they form a gas. They may also change color. Both color and a formation of gas is an indicator that a chemical change has occurred. Though a formation of a gas is a strong indicator, it does not always mean one has occurred. When water boils it creates steam. Steam is a gas that consists of water vapor. Since water has not been combined with another element, a chemical change has NOT occurred. The liquid water just went through a phase change, the change from one state to another such as a liquid to a solid and vice versa.
