You have a fraction and part of that fraction is 38/-19 That part must be worked out just as if it had been 8/-2 would equal 4. It is division.
You have surely completed arithmetic and have reduced common fractions ..right?..

You have been presented a fraction which contains both numerical and literals values. the 38/19 is the numerical portion and is the coefficient, this would be no different than reducing 2/4 to 1/2.
