This is SO in the wrong subject but it depends on the personality of your toddler of whether he is slow or fast to catch on to things. But generally YES most toddlers can understand CERTAIN expectations but not ALL toddlers have good communication skills

This is not in the wrong subject. :P That's funny/ The study of child development is closely related to health sciences. It would be shocking if a general health science course did not teach development. I believe it is false just because of how the statement is worded. Parents should not expect anything of a child whose brain is so malleable and still developing. They don't have "very good" communication skills on the whole.
