Anyway, the cells with most chloroplasts would be in the plant's leaves because these are the plant's "sunlight collection" organs, they are made to capture as most sunlight possible. Chloroplasts, which use sunlight for photsynthesis, would therefore be most abundant where sunlight is most abundant i.e. the leaves.
