2x3y + 8xy - 4x2y - 16y --- factor out 2y
2y(x3 + 4x - 2x2 - 8) -- Part A

2y(x - 2)(x^2 + 4) -- Part B

They would be the same even if you switched the two middle terms. Because of the associative property which states that swapping the numbers around will still give you the same answer.
