So a couple things. First, the fact that both the answers and the points are marked A,B,C, and D is confusing. They are not the same points.

what are the ordered pair points for B and C

Next, colinnear means on the same line. If you drew a line between points B and C on the graph, and extended that line in both directions, you can look and see which of your four points falls on that lines.
