Are you talking about using an existing program or making your own? It would probably need a client interaction language, like Flash, PHP, Java, or JavaScript.

Well, rather than reinvent the wheel, I would start with an open source thing:
http://java-source.net/open-source/chat-servers

Even if you want to make a proprietary client, these would have the information you need for developing a message exchange protocol.
